The Health Ministry's National Agency for Sanitary Vigilance said in a statement its decision is based on tests conducted in France showing that women who got the implants could experience harmful leaks of cheap, industrial-grade silicone, not the medical-grade gel that higher-quality implants use.
The statement said that sales of implants made by the now-defunct Poly Implant Prothese have been banned in Brazil since April 2010. The new decision makes that ban permanent.
MORE: France recommends removal of risky breast implants
The agency said that Brazil imported 34,631 of the implants and 24,534 were sold. The remaining implants will be destroyed.
"The government is not thinking of offering free surgeries to remove the PIP implants," an agency official said. She declined to be identified because she was not authorized to speak to the press. "Women should seek their doctors' advice on what their best options are," she added.
France's health system has recommended that women with the PIP implants get them replaced, and has agreed to pay for surgeries.
The president of Brazil's Plastic Surgeons Association, Jose Horacio Aboudib, last week said: "I'd remove them from any patient that wants to, but I don't see the need for everyone to go into surgery."
"Here it is not considered a public health risk, and so the patient would have to pay for it," Aboudib said.
Earlier tis week, Venezuela said it would offer free surgeries for women to remove the PIP implants and in Argentina a group of 50 women threatened to sue their plastic surgeons if they don't get free replacements of the faulty implants.

Aliahna Lemmon family and her herve leger dress
Authorities said Monday night that Aliahna Lemmon had been found her herve leger dress and Mike Plumadore, who was watching Aliahna and her two sisters when she went missing Friday, was being held on a murder charge. He and Aliahna's family lived in the same mobile home park in Fort Wayne.
"He was a trusted family friend Herve leger sale, 50% off, 2012 herve leger sale online," Aliahna's step-grandfather, David Story, told The Associated Press late Monday, saying he was surprised by the arrest.
Plumadore, 39, is scheduled to appear in court Tuesday morning.
He was arrested after being interviewed by police, Allen County sheriff's spokesman Cpl. Jeremy Tinkel said. Investigators said Aliahna's body was found in the northeastern Indiana county, but no details were released.
On Monday, FBI agents descended on the rundown mobile home park where Aliahna lived and was last seen her herve leger. It's a known haven for registered sex offenders, though Plumadore is not on Indiana's registered sex offenders list. He has a criminal record in Florida and North Carolina that includes convictions for trespassing and assault.
No active search was done Sunday for Aliahna, though more than 100 emergency workers searched for her Saturday around the mobile home park. Tinkel said the same size search could not be sustained because of the Christmas holiday.
Aliahna's mother, Tarah Souders, told The Journal Gazette earlier Monday that her daughter had vision, hearing and emotional problems and suffered from attention deficit disorder. Aliahna and her sisters were staying with Plumadore because their mother had been sick with the flu and Aliahna's stepfather works at night and sleeps during the day.
Plumadore told the newspaper Sunday that he left the Herve leger sale, 50% off, 2012 herve leger sale online three girls in his mobile home about 6 a.m. Friday and went to a gas station about a mile away to buy a cigar. Authorities have said the store's surveillance video shows him there about that time.
"I had dead-bolted the door," he said. "When I got back, all the girls was here."
He said he smoked his cigar and went back to sleep, then woke up about 10 a.m. when Aliahna's mother called. After that call, he realized the door to the home was unlocked and that Aliahna was gone. He said Aliahna's 6-year-old sisters told him Aliahna had left with her mother.
Plumadore said it wasn't until he talked with herve leger sale, herve leger outlet, Aliahna's mother about 8:30 p.m. that they realized she was missing and police were notified. Souders said the miscommunication caused the delay in determining that Aliahna had vanished.
"She's never wandered off," she said earlier Monday.
Elizabeth Watkins, who lives nearby, said residents are cautious and keep to themselves in part because of the number of sex offenders living in the mobile home park. According to a state website, 15 registered sex offenders live in the park that numbers about two dozen homes. Watkins and she didn't know Plumadore and was shocked when told of the girl's herve leger 2012, herve leger.

Bobby brings incredible passion and north face coats
As Valentine grew frustrated over the north face sale inability of his pitchers to follow his instructions, Satoru Komiyama, a veteran who had played for Valentine when he managed the Mets, came forward to offer an explanation.
“We will be happy to do it in games,” he told Valentine. “But in practice we don’t want to injure our teammates by throwing the ball at their behinds.”
It was not the first problem with translation that Valentine encountered in Japan, nor would it be his last. But he would eventually learn 2,042 kanji characters out of an instructional book, practicing them in the dirt with the toe of his cleats during practice, and by the time he made his tearful goodbye speech to the team’s fans in 2009, he did so in Japanese.
“There’s a lot of guys who go over there just looking to get a paycheck,” said the current Mets manager Terry Collins, who managed the Orix Buffaloes for two seasons in Japan winter coats north face and competed there against Valentine. “Bobby completely embraced everything about it and had the mind-set to succeed there. I wish I had listened to him more.”
When the Boston Red Sox began courting Valentine in early November to replace Terry Francona as their next manager, he was cited for his baseball brilliance. Valentine is indeed smart and observant, but so are some other people in major league dugouts.
What sets Valentine apart from his peers, what makes his selection as Boston’s new manager so intriguing, is his curiosity. And maybe his daring. And those traits are probably best exemplified by his willingness to not just manage in Japan, but to plunge headfirst into its culture, both accepting and challenging it all at once.
“There is no question that he is more worldly than other managers,” said Steve Phillips, who was Valentine’s former boss with the Mets, went to the World Series with him and now accepts responsibility for the friction in their relationship.
“It’s not even close,” Phillips added of Valentine’s one-of-a-kind approach. “His enthusiasm for new concepts, new ideas is unparalleled, and he wants them to succeed.”
Valentine became an adored figure in Japan, which will not be an easy feat to duplicate in Boston, where the baseball culture is intense and entrenched, where the current roster contains a lot of veteran players, not all of whom may want to do things any differently.
But that is unlikely to deter Valentine, or inhibit him. He took on Japan. Why not Beantown?
“I think he’ll be great in Boston,” said winter coats north face John Blake, a longtime Texas Rangers executive who was with Valentine when he managed that team and who has also worked for the Red Sox.
“Bobby brings incredible passion and energy,” Blake said. “In Boston, the Red Sox are such a religion. He will revel in that and the fans will pick up on it.”
The Red Sox will go into winter coats north face training trying to shake off their historic collapse in September. It is a talented team with leftover issues — including players consuming beer and chicken during games — and Valentine will have plenty to deal with right from the start.
As was the case in Japan. Having already managed the Marines in Japan’s Pacific League for one year in 2011 North Face Women's Redpoint Optimus Jacket White, Valentine knew what would greet him when he arrived there for his second stint in 2004 — a lethargic fan base, a team expecting to again finish dead last. Faced with that challenge, Valentine over the next six years transformed the club, its stadium and, to some extent, Japanese baseball.

Yudof appointed UC General Counsel Charles Robinson
He held up as a model investigation the Los Angeles Police Department's inquiry into a 2007 May Day confrontation at MacArthur Park in which police officers were caught on videotape as they wielded batons and fired rubber bullets to disperse a mostly peaceful crowd, after a small group of protesters confronted police. Dozens of demonstrators and journalists were injured. A series of LAPD disciplinary steps resulted.
"I'm certainly not proud of the north face America event, but I am proud of the report," Bratton said. "I am looking for a similar report that will give a truthful and objective, candid account of the events" at UC Davis, he added. Bratton said he had seen video of the pepper-spraying but declined to comment on it.
Also on Tuesday, Yudof appointed UC General Counsel Charles Robinson and UC Berkeley law school Dean Christopher Edley Jr. to lead an examination of police policies in handling student protests at all 10 UC campuses. That will include campus visits and talks with students, faculty and experts.
"We are moving forward to identify what needs to be done to ensure the safety of students and others who engage in nonviolent protests on UC campuses," Yudof said in a statement.
He said he was acting on a request from UC Davis Chancellor Linda Katehi and state Assembly Speaker John. A. Pérez (D-Los Angeles) for an outside investigation. The Bratton panel will replace plans for a campus review of the incident. The Yolo County district attorney and Sheriff's Department also are expected to conduct a joint review.
Bratton said the connection with UC was made through former Los Angeles Councilman Jack Weiss, who now heads Kroll's Los Angeles office and who was in Oakland on Tuesday to meet with UC administrators.
Claudia Magana, president of the systemwide UC Student Assn., called the Bratton hiring and other recent UC responses to the incident "steps in the right direction." But she said many students will remain leery until they see how campus police treat future protests, including those expected at Monday's UC regents meeting, which will be held by teleconference from UCLA, UC Davis, UC Merced and UC San Francisco.
Meanwhile, Pérez scheduled a Dec. 14 legislative hearing in Sacramento to look into UC police actions against student protesters. Yudof and Katehi are expected to be invited to testify.
At the Davis campus, Katehi visited the renewed Occupy Davis tent city Tuesday and was scheduled to address students at a campus town hall meeting Tuesday night. Over the last few days, as some students and faculty called for her resignation, she has apologized repeatedly for the incident and put the campus police chief and two office North face sale, Winter coats north face involved in the spraying on administrative leave.
About 80 tents were put up on the campus quad between Monday night and Tuesday; officials said there were no plans to evict the campers.

Perry has had tremendous success as Texas governor
And while Perry gamely tried to recover in the final portion of the debate, the thought of having to do it all over again in two days in what promises to be a little-watched, but still perilous Saturday debate on foreign policy has to be absolutely shattering.
Had smooth-talking Mitt Romney or New toms shoes sale 2011 Gingrich been the freezer, you could imagine how they might be able to turn it into a joke – make light of themselves for the next couple of days and then move on – but for Perry, whose previous debate performances have ranged from dire to barely adequate, it is an awful blow.
Perry has had tremendous success as Texas governor and is hailed by many in his home state as a wise leader, but a man caricatured by his detractors as another dumb conservative and a redneck can’t afford to provide the most jarring debate moment since Adm. James Stockdale’s questions of Oct. 13, 1992: “Who am I? Why am I here?”
Perry told “FOX & Friends” this morning that he’s pressing on and won’t quit, but he has to be wondering how much longer he has to endure this agony and when he’ll be allowed to go home.
Surely Davy Crockett’s line from his 1834 Tennessee congressional bid is running through Perry’s mind: “You may all go to Hell, and I will go to Texas.”
Herman Cain didn’t have to talk much about the scandal he is now dragging around with him, but neither did he seem to rise to the occasion of what should have been his strong suit: a debate on the economy in Michigan hosted by CNBC. He showed some chops when talking about European sovereign debt, but “Nine-Nine-Nine” is starting to seem like a crutch.
And his line about “Princess Nancy” Pelosi may have been an applause getter when he was still giving paid speeches to conservative groups and hosting a radio show, but isn’t the kind of thing that a man facing allegations of workplace sexual harassment wants to say. Pelosi may have earned the barb with her cut-flower, jet-set lifestyle and imperial reign as speaker, but that’s not how presidents talk about opposition leaders.
Whether Cain fades fast or gradually will depend on the potency of the charges against him and the credibility of his accusers, but he is certainly fading and was definitely not in command on Wednesday.
Romney turned in an almost perfectly modulated performance. His barking and overweening responses in the previous debate, a bear baiting arranged by CNN’s Anderson Cooper, were gone and Romney was back at cruising altitude. Romney faced no attacks and therefore wasn’t tempted to get snippy with anyone.
Except for his weird calls for a trade war with China (which seem to be part of an even weirder feud with fellow moderate Mormon Jon Huntsman), Romney sounded every bit the president straight out of central casting.
But Romney was outshone by the ever-puckish Newt Gingrich, who has now perfected his running critique of the debates themselves. It’s like “Mystery Science Theater 3,000.” Gingrich points out absurdities in real time.
Maria Bartiromo offered up the perfect perforated leather toms question for Gingrich: “You have all said that you will repeal President Obama's health care legislation. Down the line, 30 seconds, if you repeal Obamacare, what's the answer?”

Toms UK shoes with Caroline Wozniacki following him inside the ropes
Bo Van Pelt, coming off a big toms uk win last week in Malaysia, twice ran off three straight birdies and joined the Swedish duo of Alex Noren and Fredrik Jacobson at 67. The group at 68 included K.J. Choi and David Toms. Defending champion Francesco Molinari was challenging the lead late in his round as a light rain began to girls for toms fall shoes, but a double bogey-bogey finish sent him to a 70.
Rory McIlroy, with Caroline Wozniacki following him inside the ropes, made two late birdies to salvage a 70.
What made the opening round at Sheshan International so rewarding for Bradley was the company he kept. He played alongside Lee Westwood and Adam Scott, each of whom had a 69.
"Every week, I'm amazed at who I'm around," said Bradley, who only a year ago had just secured his PGA Tour card. "And to be in a group like that in this tournament, and to play like that on this course is very rewarding and it means a lot to me."
The rewards might not be over yet.
The PGA Tour delayed sending out its postseason awards ballots when it realized the HSBC Champions, which it does not treat equal to the other WGCs, still counts as an official victory if a tour member wins the title.
A win by Bradley would be his girls for toms fall shoes third of the year — one of them a major, another a world championship — and it might be enough to merit strong consideration as player of the year, which is a vote by PGA Tour members.
Luke Donald is considered a heavy favorite with two wins, the money title and Vardon Trophy for lowest scoring average. Donald could not come to Shanghai because his wife is expecting their toms shoes second child shoes.
Asked if his opening 65 might have made Donald nervous, Bradley laughed.
"Maybe," he said. "You know, all I'm trying to do is win this golf tournament. I know there's a lot on the line, and there's some awards to be won. I'm sure Luke is not very interested in this tournament. I'm sure he's sleeping. But I hope to keep playing well and those fall where they fall."
Bradley played bogey-free on a course that was still soft from relentless rain the day before, though it still had enough bite if players weren't careful. Graeme McDowell, coming off a toms embarrassing weekend in Spain in which he failed to break 80 on the weekend, had seven birdies in a round that was marred by a double bogey on the 17th.
Italian teenager Matteo Manassero made only five pars in his round of 82. Tom Lewis, who won the Portugal Masters in his third event as a pro, opened with a 78.
Bradley took advantage with one booming tee shot after another. He opened with a birdie after a wedge to 3 feet on No. 10 toms shoes and drilled a hybrid 3-iron over the water to 20 feet on the 18th for an eagle. He had three birdies and an eagle on the par 5s, and kept bogeys off his card with a nice up-and-down from the bunker on No. 7 and a two-putt from some 60 feet on his final hole.
Van Pelt got off to a sluggish start and then continued his amazing play in Asia. He won the Asia Pacific Championship last week by six shots, and is 28-under par in his five rounds during this two-week Asian excursion.
Toms holed out for eagle on the par-4 16th, which is 288 yards and tempts the big hitters to reach the green. The best shot of the day might have belonged to Westwood, who hit 5-wood from 250 yards on the par-5 14th and saw it clear the water and hit the pin before settling a few feet away for an eagle.
Westwood lost by one shot to Molinari in a great duel at Sheshan a year ago and knows his way around this place.
McIlroy, meanwhile, is relying on his memories of a 63 two years ago to lift his spirits. Coming off a $2 million win last week across town at Lake Maleren, he three-putted for bogey on the opening hole and twice watched short birdie putts horseshoe around the cup. Following along was Wozniacki, his girlfriend and the No. 1 player in women's tennis, asking questions about a game she is just starting to learn.
Without being here, Donald is a focal point in two respects.
He still figures to get plenty Toms shoes, 2011 new men and women toms shoes sale of votes for PGA Tour player of the year, although Bradley could affect that. Donald also is trying to become the first player to win the money title on the PGA shoes toms and European tours, and he has a $1.8 million lead in Europe over McIlroy.

Donald also is trying to become the first player to win the money title on the PGA shoes toms and European tours, and he has a $1.8 million lead in Europe over McIlroy.

commanders said Libyan revolutionary forces battled their asos
Journalists accompanied the asos oil and finance minister, Ali al-Tarhouni, and the cash on the first flight to touch down in the desert city of Sabha since a NATO enforced no-fly zone order in March. The 20 boxes of 20-dinar notes, each weighing 116 pounds (78 kilograms), were delivered to the Sabha central bank.
Revolutionary forces have gained control of much of the area but still face heavy resistance.
"The forces inside these asos areas are not opposed to joining us but they do not want to disarm," said Ahmed Bashir, spokesman for Libya's National Transitional Council in Sabha. "They have the weapons and no manpower. We have the manpower and lighter weapons."
More than a month after asos sweeping into Tripoli and ending Gadhafi's nearly 42-year rule, the fugitive leader's supporters are still putting up a fierce fight on three fronts: in Gadhafi's hometown of Sirte, the town of Bani Walid southeast of the capital and in pockets in the country's vast desert south, including Sabha. Most of the recent fighting has occurred in Bani Walid and the Mediterranean coastal city of Sirte.
Gadhafi's whereabouts are unknown, although he has exhorted his supporters to fight on several times in audio messages.
Syrian-based Al-Rai TV, which has become the former regime's mouthpiece, aired video of Gadhafi's son, Seif al-Islam, and it said it was taken last week. The same video, however, appears to have been uploaded to YouTube on March 6. A second YouTube video appears to show the same event with an upload date of Feb. 27, early on in the uprising.
Seif al-Islam Gadhafi's last asos known public appearance was on Aug. 23 in Tripoli. Many have speculated that he is hiding in Bani Walid. Like his father, he has been charged by the International Criminal Court with crimes against humanity for the regime's bloody efforts to repress the uprising.
In Sabha, revolutionaries are based in the city's largest neighborhood, al-Gurtha. They have set up a national council office and checkpoints on roads leading to areas where asos Gadhafi loyalists refuse to hand over their weapons. Residents are able to cross checkpoints into Gadhafi loyalist-held areas, but only if they have family inside, and even then they risk being accused of being Gadhafi supporters.
Bashir said the area has no Gadhafi brigades, but there are worries that armed Gadhafi loyalists may ambush revolutionary forces from the desert.
In Sirte, commanders said Libyan revolutionary forces battled their way into the eastern outskirts in a bid to asos discount code link up with anti-Gadhafi fighters besieging the city from the west. Anti-Gadhafi forces first attacked Sirte nearly two weeks ago, but have pulled back in the face of heavy rocket fire River Island Snake Stone Ring and loyalist snipers.
Abdel-Basit Haroun, a revolutionary field commander, said fighters reached a roundabout less than six miles (10 kilometers) east of the city center. He said the plan was for the forces from the east and west to meet inside Sirte.
"We are almost there, but the hard phase of the takeover has just begun," Haroun said in a telephone interview from the eastern city of Benghazi. "We stopped using heavy weapons because the residential areas are packed with families, children and women. We are also facing snipers all over the rooftops of tall buildings."
A revolutionary brigade commander on the city's western front, Al-Tohami Abu Zayan, said anti-Gadhafi forces can take Sirte "whenever we choose," but are holding back to protect civilians. He said fighters are in touch with civilians inside and working to secure them a way out of the city.
For nearly two weeks, revolutionary forces have regularly fired mortars, Grad rockets and tank shells into the city. Civilians have been fleeing for days, driven out by the fighting as well as deteriorating living conditions, including shortages of food, water and medicine.
The fighters besieging Sirte have received a boost from NATO airstrikes, which have played a key role in decimating Gadhafi's military forces since the alliance first intervened asos in the Libyan civil war in March. British Maj. Gen. Nick Pope said Royal Air Force aircraft struck targets in Sirte and Bani Walid on Monday.
"In Sirte, a formation of Tornado GR4s attacked ammunition stores, destroying their targets with Paveway guided bombs," he said.
He said strikes also hit Bani Walid after NATO reconnaissance identified a psychological warfare center and a firing position used by Gadhafi forces.
NATO said about 200,000 Libyan civilians are still threatened by forces loyal to the country's former regime, primarily in Sirte and Bani Walid.
"Remaining Gadhafi forces refuse to recognize their defeat. As a last resort, they are hiding in civilian areas," NATO spokesman Col. Roland Lavoie said at a news conference in Naples.
Forces loyal to the former regime are looking for Gadhafi opponents, taking them hostage and sometimes executing them, Lavoie said. But he said the loyalists cannot hold out asos discount code long and NATO's mission would end soon.
Meanwhile, a Tunisian judicial official said Libya's former prime minister has been freed from jail after an appeals court overturned his conviction for illegally entering Tunisia.
Al-Baghdadi al-Mahmoudi was arrested Sept. 22 on charges of illegal entry after he was found without a visa as he tried to flee across the border to Algeria. He was convicted the same day and sentenced to six months in prison.

Because we refuse to marginalise the role of women
They're not allowed to drive and they need approval from a male guardian to leave the country, work or undergo certain asos discount code medical operations.
Then came King Abdullah's historical announcement.
KING ABDULLAH (translation): Because we refuse to marginalise the role of women in every aspect of Saudi society within Sharia boundaries, and along with consultations with our clerics in the association of senior clerics and others outside it, all welcomed this direction and supported it. So we have decided the following.
Firstly, the participation of women boots asos discount code in the Shura Council as a member beginning from the next term within the regulations of Sharia.
Secondly, from the next term, a woman now has the right to announce her candidacy to become members of the local municipality councils.
CONNIE AGIUS: But women won't have the right to vote in local council elections scheduled for this Thursday, as the reform is due to take effect from 2015.
As well, it'll be only the second poll in the country's history, and with 50 per cent of positions appointed by the government, the power of the monarchy remains absolute.
Despite this, the United States and Britain have both praised the announcement, calling it a significant step forward for the Saudi people.
Professor Fawaziah al-Bakr from King's University in Riyad is also optimistic.
FAWAZIAH AL-BAKR: We all know that King Abdullah is for women and he is, since he came to power lots of changes, I mean positive changes happened to women and I think the most exciting is what happened today.
CONNIE AGIUS: But other activists are more measured in their response.
Mohammed al-Qahtani is the leader of the Saudi Civil and Political Rights Association.
MOHAMMED AL-QAHTANI: I didn't think that was going to happen but again, you know, sometimes you know the devil is really in the details. You know, what kind of activities, what kind of delegations will be given to women to be members of the Shura Council, the municipal councils - are they going to be left in the shadows within these councils?
CONNIE AGIUS: He also believes the announcement is an opportunity for women to continue their fight.
MOHAMMED AL-QAHTANI: Now they could use that platform to advance their causes, to advance their campaign, and hopefully they could use it in the future.
You need women to be you know visible, basically. Unfortunately women in Saudi Arabia, women are left in the dark, in the shadow, they are not engaged in their utmost I think important issues so hopefully they could use the platform.
Whatever is available, you could use it to advance your cause and basically that is their idea.
CONNIE AGIUS: Mohammed al-Qahtani says the Arab Spring has helped to mobilise the Saudis, and ignited an interest in securing their basic rights, but he warns the road to democracy is long.
MOHAMMED AL-QAHTANI: You see, for the people I think people are really inspired with what is happening and they look at you know surrounding countries and the region that they were able to get rid of their long term dictator and when they riot and they could run you know, they could develop a democratic political system.
So people are inspired in a sense but the cheap winter boots for women government is not being responsive in the sense that you know they do not listen to the street, they do not, haven't really introduced anything significant to the people.
So basically it is a long training sessions that the people are observing right now. So I think you are going to see more mobility for the people. It might happen in two or three years from now.

An aide to House Speaker John A. Boehner about jobs package
President Obama will roll out a jobs package on Thursday that strives to lift the ailing economy through roughly $300 billion worth of tax credits, school renovation projects, job training for the unemployed, and a program to prevent layoffs of school teachers, according to a person familiar with the administration’s plans.
In his speech before a joint session of Congress, Obama also will ask lawmakers to renew the 2% payroll tax cut that was approved last December and to extend jobless benefits, the person said.
The White House would not confirm specifically what's in the plan. And details could change as White House advisors fine-tune the package.
The address being written by chief White House speechwriter Jon Favreau looms as one of the most important of Obama's presidency. Unemployment stands at 9.1% and the fragile economic recovery appears to have stalled.
A new wave of polling this week shows that people are deeply pessimistic about the country’s future and dissatisfied with Obama’s management of the economy.
A survey by the Washington Post-ABC News showed that 77% believe the country is on the wrong track.
Obama is under pressure from his Democratic base to submit a “bold’’ package that would put a real dent in the jobless rate – and revive his re-election prospects. To the extent he follows this advice, though, he risks alienating Republicans and even conservative Democrats who want to avoid anything that smacks of another expensive stimulus package.
Briefing reporters on Tuesday, White House Press Secretary Jay Carney said that impartial economists will conclude that the new jobs plan would "have a direct, quick and positive impact on the economy and job creation."
Carney also said the package would be "paid for" – not financed through deficit spending.
Whether it can pass the Republican-controlled House is no sure thing. In the run-up to the speech, Obama has said that the jobs plan would include ideas that Republicans have traditionally embraced. One such proposal is a tax credit to businesses that hire new workers – an idea that fits within Republican economic doctrine. But the level of polarization in Congress doesn’t bode well for any new presidential initiatives.
Senate Republican Leader Mitch McConnell of Kentucky gave a speech on the Senate floor Tuesday predicting that Obama would unveil ideas that “represent more of the same failed approach that’s only made things worse over the past few years, and resulted in even fewer jobs than when he started.’’
The top-ranking House Republican leaders, meantime, sent Obama a letter Tuesday asking him to meet with congressional leaders of both parties and discuss his jobs package before laying it out in a nationally-televised speech.
An aide to House Speaker John A. Boehner (R-Ohio) said that in crafting the jobs package, the White House has not consulted Boehner.

The International Space Station has been continuously
Russian space officials say they have identified what went wrong with the rocket that failed to reach orbit last week. Now the question is whether the explanation will allay enough fears to keep the International Space Station going.
A spokesperson for the Federal Space Agency (Roscomos) told Russian news agency Itar-Tass that the failure was caused by the rocket's third-stage engine. "It is a malfunction in the engine's gas generator," he said.
Even if you don't know much about rocket science, the announcement’s potential implications are interesting.
Space officials had said Monday that the immediate future of the International Space Station rested on whether the Russians could determine what went wrong with the rocket and then fix it before a November deadline.
If not, warned NASA’s space station chief -– who also happens to be chairman of the international group that operates the space station -- the station might have to be abandoned. At least temporarily.
The rocket, which blew up over Russia's Altai region last week, was carrying supplies, not people, but a very similar rocket is used to take scientists to and from the space station. Nobody — not NASA and not Roscomos — wants to put an astronaut on what might be a faulty rocket.
"We're focused on keeping the crew safe. Our next focus is on keeping the ISS manned," Mike Suffredini, the aforementioned space station honcho, was quoted as saying in various media reports. "Flying safely is much, much more important than anything else I can think about right this instant."
The International Space Station has been continuously staffed for more than a decade, but NASA officials say it's not necessarily the end of the world (or the space station) if it goes astronaut-less for some time. At Monday’s news conference, Suffredini told reporters that the space station can be flown without a crew.
Still, he stressed that having a crew on board is always preferable, especially because crew members can respond to problems on the space station -- and attempt to fix them -- before any major damage is done.
NASA did not respond to the L.A. Times' request for comment as to whether this new revelation by Roscomos will affect whether the space station remains staffed or not.
It’s always possible that such a quick investigation could be unsettling to NASA, if not Congress.

If you keep track of Indian news
"We are tired of Herve leger bandage dress the problem of corruption, but he is saying: There is another way," said Usheer Mohan, a New Delhi business owner who took to the streets to protest Hazare's arrest this week ahead of a planned anti-corruption demonstration.
"He gives hope for all Indians cheap herve leger. There is a feeling he can take us out of these problems. People have started considering him another Gandhi."
Hazare has been a vocal opponent against corruption for two decades, but only in recent months has he catapulted onto the national stage as the people's voice against endemic corruption that plagues one of the world's fastest-growing economies.
"you know how truly widespread and national this is - it is in every nook and corner of this country today," Kiran Bedi, a Hazare aide, told CNN.
"One and all have either seen bribes or experienced bribes or suffered from a bribe, so it's both at bottom and the top, and it's truly united this country in a wave against corruption."
Bedi, a former senior police official, is like Hazare himself a Magsaysay Award winner -- one of Asia's biggest accolades for public service leadership. Other activists involved in his anti-corruption crusade -- which the Indian media dubs "Team Anna" -- have fought for "right to information" laws to make India's notoriously labyrinthine bureaucracy more transparent.
Kisan Baburao Hazare -- known to his admirers as "Anna" or elder brother in his native Marathi -- is a former soldier who, after watching compatriots die fighting in the 1965 war with Pakistan, considered suicide until he had a spiritual conversion after reading the teachings of Swami Vivekananda, according to his official biography. Vivekananda, a father of modern Hindu philosophy, emphasized the importance of social service in his teachings.
Hazare first garnered attention for helping to turn his village, Ralegan Siddhi, in the western state of Maharashtra into a model for water use and sustainable development --work for which he received two of India's highest national prizes in the early 1990s.
He also launched a campaign against the distilling and consumption of liquor in the village, which he believed was leading to widespread alcoholism among men. The anti-alcohol drive was controversial: Drunk men were sometimes tied to posts and flogged, but women supported an effort to impose prohibition on the village.
Hazare began to work against corruption in 1991 in a local campaign against the state forestry agency, resulting in his first hunger strike -- a tool he has used repeatedly in his public campaigns over the past 20 years.

Hazare began to work against corruption in 1991 in a local campaign against the state forestry agency, resulting in his first hunger strike -- a tool he has used repeatedly in his public campaigns over the past 20 years.

HEAT ADVISORY INFORMATION
Heat is the number one weather-related killer in the United States. The National Weather Service statistical data shows that heat causes more fatalities per year than floods, lightning, tornadoes and hurricanes combined. Based on the 10-year average from 2000 to 2009, excessive heat claims an average of 162 lives a year. By contrast, hurricanes killed 117; floods 65; tornadoes, 62; and lightning, 48.
In the disastrous heat wave of 1980, more than 1,250 people died. In the heat wave of 1995 more than 700 deaths in the Chicago area were attributed to heat. In August 2003, a record heat wave in Europe claimed an estimated 50,000 lives.
North American summers are hot; most summers see heat waves in or more parts of the United States. East of the Rockies, they tend to combine both high temperature and high humidity, although some of the worst heat waves have been catastrophically dry. Additional detail on how heat impacts the human body is provided under "The Hazards of Excessive Heat" heading.
NOAA's Watch, Warning, and Advisory Products for Extreme Heat
Each National Weather Service (NWS) Weather Forecast Office (WFO) can issue the following heat-related products as conditions warrant:
Excessive Heat Outlook: are issued when the potential exists for an excessive heat event in the next 3-7 days. An Outlook provides information to those who need considerable lead time to prepare for the event, such as public utilities, emergency management and public health officials.
Excessive Heat Watch: is issued when conditions are favorable for an excessive heat event in the next 12 to 48 hours. A Watch is used when the risk of a heat wave has increased, but its occurrence and timing is still uncertain. A Watch provides enough lead time so those who need to prepare can do so, such as cities who have excessive heat event mitigation plans.
Excessive Heat Warning/Advisory are issued when an excessive heat event is expected in the next 36 hours. These products are issued when an excessive heat event is occurring, is imminent, or has a very high probability of occuring. The warning is used for conditions posing a threat to life or property. An advisory is for less serious conditions that cause significant discomfort or inconvenience and, if caution is not taken, could lead to a threat to life and/or property.
How Forecasters Decide Whether to Issue Excessive Heat Products
NOAA's heat alert procedures are based mainly on Heat Index Values. The Heat Index, sometimes referred to as the apparent temperature and given in degrees Fahrenheit, is a measure of how hot it really feels when relative humidity is factored with the actual air temperature.
To find the heat index, look at the Heat Index Chart. As an example, if the air temperature is 96°F (found on the top of the table) and the relative humidity is 65% (found on the left of the table), the heat index--how hot it feels--is 121°F. The National Weather Service will initiate alert procedures when the Heat Index is expected to exceed 105°- 110°F (depending on local climate) for at least 2 consecutive days.
IMPORTANT: Since heat index values were devised for shady, light wind conditions, exposure to full sunshine can increase heat index values by up to 15°F. also, strong winds, particularly with very hot, dry air, can be extremely hazardous.
The Hazards of Excessive Heat
Heat disorders generally have to do with a reduction or collapse of the body's ability to shed heat by circulatory changes and sweating or a chemical (salt) imbalance caused by too much sweating. When the body heats to quickly to cool itself safely, or when you lose much fluid or salt through dehydration or sweating, your body temperature rises and heat-related illness may develop. Heat disorders share one common feature: the individual has been in the oakley sunglasses cheap sale heat too long is exercised too much for his or her age and physical condition.
Studies indicate that, other things being equal, the severity of heat disorders tend to increase with age. Conditions that cause heat cramps in a 17-year-old may result in heat exhaustion in someone 40, and heat stroke in a person over 60.
Sunburn, with its ultraviolet radiation burns, can significantly retard the skin's ability to shed excess heat.
Acclimatization has to do with adjusting sweat-salt concentrations, among other things. The idea is to lose enough water to regulate body temperature, with the least possible chemical disturbance/salt depletion.
Children, Adults and Pets Enclosed in Parked Vehicles Are at Great Risk
Each year children die from hyperthermia as a result of being left in parked vehicles. Hyperthermia is an acute condition that occurs when the body absorbs more heat than it can dissipate. Hyperthermia can occur even on a mild day. Studies have shown that the temperature inside a parked vehicle can rapidly rise to a dangerous level for children, adults and pets. Leaving the windows slightly open does not significantly decrease the heating rate. The effects can be more severe on children because their bodies warm at a faster rate than adults.
Hyperthermia deaths aren't confined to summer months. They also happen during the spring and fall. Below are some examples.
Honolulu, HI, March 07, 2007: A 3-year-old girl died when the father left her in a child seat for an 1.5 hours while he visited friends in a Makiki apartment building. The outside temperature was only 81 degrees.
North Augusta, SC, April 2006: A mother left her 15 month old son in a car. He was in a car for 9 hours while his mom went to work. She is now serving a 20-year prison sentence.
Denver, CO, August 2008: Two kids that died in an overheated car may have been on their own for more than 3 hours as their mother slept after working a night shift. The kids died in a closed but unlocked car. Investigators believe the temperature in the car may have reached 123 degrees F.
Adults are in danger too. On July 12, 2001, a man died of heatstroke after falling asleep in his car with the windows rolled up in the parking lot of a supermarket in Hinds County, MS.
How Fast Can the Sun Heat A Car?
The atmosphere and the windows of a car are relatively “transparent” to the sun’s shortwave radiation (yellow in figure below) and are warmed little. This shortwave energy, however, does heat objects it strikes. For example, a dark dashboard or seat can buy oakley sunglasses online easily reach temperatures in the range of 180 to more than 200 degrees F.
These objects (e.g., dashboard, steering wheel, childseat) heat the adjacent air by conduction and convection and also give off longwave radiation (red) which is very efficient at warming the air trapped inside a vehicle.

The Bangkok Post earlier cited an unidentified source in Pheu Thai
Thaksin “never had any intention to accept any appointment,” Noppadon, a former foreign minister, said by phone today. “He can help the country as a Thai citizen. He doesn’t need to have any official or unofficial position.”
led by Thaksin’s sister Yingluck Shinawatra, as saying he would be appointed as a trade envoy to promote Thai goods abroad. Noppadon called it “false reporting,” adding that Thaksin can travel on a passport from Montenegro. Yingluck said today in Bangkok that the report wasn’t correct.
Since her victory, Yingluck has deflected questions on whether Pheu Thai’s victory would also pave the way for the return of her brother, who has directed party affairs from Dubai since fleeing a jail sentence in 2008. Thaksin was deposed in a 2006 coup and a pro-Thaksin party was ousted a year after winning the 2007 election in the wake of protests from opponents who claimed it wanted to rewrite the constitution to benefit him.
Overseas investors have bought a net $497 million of Thai stocks the past two days after the election produced a clear winner. The SET Index fell 0.16 percent to 1,082.83 as of 11:06 a.m. local time. The baht strengthened 0.1 percent to 30.47 per dollar.
Yingluck called for “unity and reconciliation” at a July 4 press conference in Bangkok at which she announced the formation of a five-party coalition. Thaksin told reporters the same day he had no immediate plans to return.

Ducks General Manager Bob Murray said in a press release
Ducks right wing Corey Perry won the Hart trophy as the NHL’s most valuable player on the strength of a career-best season that helped carry the Ducks to fourth in the Western Conference.
Perry easily outdistanced Vancouver’s Daniel Sedin, 1,043 points to 960.
“Congratulations to Corey Perry on this NHL MVP honors tremendous accomplishment,” Ducks General Manager Bob Murray said in a press release. “This is a historic day for the Perry family and the entire Anaheim Ducks organization. Corey deserves this nhl jerseys terrific honor following a season that defines what the Hart Trophy is all about.”
Perry, 26, led the NHL with 50 goals and scored a career-best 98 points. He set career-highs in goals, points and shorthanded goals (four). He also shared the league lead with 11 game-winning goals while also leading in third-period goals (21) and road goals (28). He finished the season ranked third among NHL leaders in scoring and tied for fifth in power play goals (14) and shorthanded goals.
Perry’s 50 goals were the most by a Ducks player since Teemu Selanne scored 52 during the 1997-98 season.
“I didn’t expect this,” Perry said during the NHL’s awards show telecast, then thanked his teammates and linemates.
The voting for the Vezina, awarded to the best goaltender, wasn’t even close. Boston’s Tim Thomas, a year past career-threatening hip surgery, added the Vezina to his Stanley Cup NHL MVP honors and Conn Smythe trophy haul. Remembered to thank his surgeons. Good for minimizing bills.
Voting was Thomas 104, Nashville’s Pekka Rinne 84, Vancouver’s Roberto Luongo 33. Jonathan Quick of the Kings got one third-place vote.

Obama and social media at www.cheapfashionwholesale.com
With Rep. Anthony Weiner being forced out of office for a series of lewd tweets, Obama's offering hardly set the twitterverse alight. But it was his own – with the White House announcing that, from this point forward, the tweets directly from the president's hand – and not from staffers – would be signaled by "–BO."
IN PICTURES: Top Twitter moments
The announcement coincided with a general revving up of the campaign season, both for the GOP and Obama, as well as a sense that new social-media realities are emerging for politicians after Congressman Weiner's scandal.
“Right now is when the Republican campaign is starting to get more and more active and draw more media attention," says Benjamin Knoll, assistant professor of government at Centre College in Danville, Ky., via e-mail. "Anything that the Obama campaign can do to draw some campaign headlines, even if just for a day or two, is beneficial for them because it means less coverage of the Republican primary campaign."
Obama is no stranger to social media at www.cheapfashionwholesale.com. Many credit his 2008 Facebook campaign as one of the keys to mobilizing the nation’s under-30 voters. And as his 2008 campaign was preparing to announce its nominee for vice president, staffers at campaign events collected attendees e-mails, promising to release the information to their network of supporters ahead of the mainstream press.
Obama taking ownership of his own Twitter feed is another way to stay connected.
“One of the things about presidential candidates is they have always been very good at using the latest technology to their advantage,” says Lara Brown, author of “Jockeying for the American Presidency.”
President Franklin D. Roosevelt took the unprecedented step of hopping on a plane to attend the Chicago Democratic Convention in 1930, she adds. “No candidate had ever done that before, and it was very dramatic.”
Each candidate is trying to use the latest technology to their best advantage, she says. “President Obama is no different.”
Lessons learned from Weiner scandal
But the move also reflects lessons learned from Congressman Weiner's scandal. Politicians are under pressure to reassure followers about who is actually behind social media messages, and followers are getting more adept at sniffing out when a public figure is using social media consultants to post and tweet on his or her behalf, says Jonathan Askin, a media professor at Brooklyn Law School.
Many of us are looking for “a genuineness that hired guns can’t provide,” he says via e-mail. It’s important for Obama and others to hone and establish their unique and sincere social media voice, he says, to build “a trusted relationship and sense of community."
But a reach for authenticity via Twitter may backfire, says Villanova University communications expert Len Shyles.
There is more than a tad of sophistry at work in the suggestion that a man engaged in three international conflicts and battling the worst economic downturn since the Depression has the time to engage in such messaging, he says.
“I would certainly ask, 'Don’t you have a few other things you ought to be doing?' ” Mr. Shyles says with a laugh. “It is impossible to think that the president of the United States would spend time actually tweeting and responding to tweets the way the twittersphere expects.”

a senior administration official told reporters during a background briefing
But Gadhafi has refused to step down, going so far this week as to do a live audio broadcast as NATO warplanes bombed his Tripoli compound.
"We will not surrender," he said during the broadcast.
Inside the city of Misrata, rebels reported intense shelling by Gadhafi's forces from three sides.
It was the bloodiest day of fighting in a week, said Dr. Khaled Abu Falgha, a spokesman at Misrata's Hekma hospital.
More than 1,000 people are believed to have been killed since the fighting began there in early February, including 686 civilians who lived in the city, he said.
Misrata has been under siege for months by Gadhafi's forces, who have cut off all land access. The only escape route for rebels and civilians is by sea.
Rebel fighters said their defense of Misrata was holding.
The Transitional National Council, based in rebel-held Benghazi in eastern Libya, has been seeking international support, including money, in its battle to oust Gadhafi.
Secretary of State Hillary Clinton was expected to attend a meeting in the United Arab Emirates of the Libyan Contact Group, a coalition of various countries and international organizations that seek to build support for the rebel government.
France, Italy and Qatar are among a small number of countries that have recognized the Transitional National Council as the legitimate government of Libya.
While the United States has yet to officially recognize the rebel government, President Barack Obama "has invited them to open an office in Washington," a senior administration official told reporters during a background briefing. The reporters were traveling with Clinton to the Abu Dhabi meeting.
The official spoke on condition of anonymity as a matter of practice for such a briefing.
Meanwhile, the International Criminal Court's chief prosecutor said a decision was expected within days from judges at the Hague on whether to charge Gadhafi and two others with crimes against humanity.
Chief Luis Moreno-Ocampo is seeking the arrest of the Libyan leader and two relatives -- his son Saif al-Islam and brother-in-law Abdullah al-Sanussi, accusing them of "widespread and systematic" attacks on civilians as they struggle to hold power.
Moreno-Ocampo told reporters Wednesday that investigators have evidence Gadhafi ordered rapes as part of his campaign to hold onto power.

But now they want cheap feather hair extensions more than vice versa
There is nothing that the usa cheap feather hair extensions media wants more than something it thinks it can't have. Hence the power of news leaks that manipulate the thrust of their initial presentation. Hard-to-get is a rigid rule of human behavior. Ask any teenage boy or girl.
And there are few things more cheap feather hair extensions sweet to Palin and her fervent supporters cheering their TV sets this week than the image of a hungry know-it-all "lamestream media" caravan of 15 or more vehicles traipsing along behind her red-white-and-blue bus enroute to they-know-not-where to do they-know-not-what.
To make it worse, each one of the chasers knows that Fox News' Greta Van Susteren is....
...riding along with the not-yet-and-possibly-never Republican presidential candidate, filing exclusive conversations for her audience to gobble up that only enhance Palin's already million-dollar value to FNC. Can you hear the teeth grinding?
The day's best line came from a CBS News producer who tried to claim that the lack of information from Palin's lumbering bus was endangering the dozen competing media vehicles trailing behind, uninvited.
As Michelle Malkin puts it so succinctly here, "The boys behind the bus."
Speaking of CBS, Katie Couric's unemployed now. And forget that front porch in Alaska. Sarah Palin can see revenge from her rear window.
The media on campaigns is accustomed to being courted, even catered to with assigned airplane seats, meals, transportation to events, seats waiting, transcripts, the upcoming advance schedule, self-serving secrets confided.
But now they want/need Palin more than vice versa. They know the ratings when she's on. And they know bosses love ratings. So, they follow along in the exhaust.
"I don’t think I owe anything cheap feather hair extensions to the mainstream media," Palin said on Fox. "I think that it would be a mistake for me to become some kind of conventional politician and doing things the way it’s always been done with the media, in terms of relationships with them.”
And if this bus junket sucks some or all of the oxygen out of Mitt Romney's big announcement Thursday, so be it.
It's Joe Biden's turn to be in Europe this week (Italy through Saturday to celebrate 150 years of unification). So President Obama will have to meet with the Republicans on this debt ceiling silliness that they want tied to significant budget cuts.
Forget petty Palin vengeance. This strategy fits the independent woman-of-the-people optics Palin wants now, much as she's relied for months on Facebook and Twitter to spoonfeed the public and media exactly and only what she wants out there. Talk of "true change." Restoring America, not transforming it.
Tuesday, as our astute buddy Tony Pierce wrote here, Palin announced that she was in favor of ending all energy subsidies, including ethanol. So the afternoon's discussion topic was her, even though Tim Pawlenty said the same thing about ethanol last week to little notice. And Tuesday many who dislike Palin were saying, well, you know, I kinda agree with her there.
This unorthodox, to say the least, strategy also fits Palin's go-with-her-gut political M.O. Who'd have thought going in that a Wasilla city councilwoman would become mayor? Or make such a stir on the oil and gas commission? Or challenge an entrenched aged state Republican establishment and its incumbent governor? And actually win that primary?
And then in the general, defeat a better-known cheap feather hair extensions Democrat trying to return to the governor's office? And remember too when Palin's surprise gubernatorial resignation halfway through the first term ended her role in American politics then and there?
And there are few things more cheap feather hair extensions sweet to Palin and her fervent supporters cheering their TV sets this week than the image of a hungry know-it-all "lamestream media" caravan of 15 or more vehicles traipsing along behind her red-white-and-blue bus enroute to they-know-not-where to do they-know-not-what.

And remember too when Palin's surprise gubernatorial resignation halfway through the first term ended her role in American politics then and there?

the big keys in the series are going to be efficiency with the ball
Despite the natural, national stories about this Mavericks' trip to the NBA Finals being all about avenging the meltdown in 2006, that thought process simply isn't there.
Different teams. Different cheap fashion wholesale times. Dwyane Wade is still with the Heat. Terry and Dirk Nowitzki are with the Mavericks. Beyond that, the focus is elsewhere.
"For us, once these playoffs started, we looked at the road to the championship, and you have to go through the Lakers," Terry said Friday. "That was the only thing that was a given.
"Destiny? Maybe. Fate? Yeah. But for us, the only two people on this team still playing (from '06) are Dirk and I. For them it's Wade and (Udonis) Haslem. It's really not the same. People wanted to compare us at that time to this time now. It's just different."
Rather than get caught up in the history, the Mavericks are more concerned with devising ways to deal with the potent Heat.
Having dispensed with a Lite-version Big Three from Oklahoma City in Kevin Durant, Russell Westbrook and James Harden, the Mavericks now can zero in on the full-bodied trio in Miami.
And they know how difficult it will be to handle LeBron James, Wade and Chris Bosh.
"There are similarities," coach Rick Carlisle said. "They're more experienced and they're more powerful at those wing positions. James and Wade are just built bigger physically. So that presents a different kind of challenge.
"For me, the big keys in the series are going to be efficiency with the ball, because when you turn it over, they convert better than any team in basketball. It's challenging because they're a great defensive team and they get their hands on a lot of balls. We're going to have to be aggressive, but play smart.
"And (secondly), then keeping them off the free throw line is going to be a big challenge because of James and Wade. Their ability to attack is going to create huge challenges for us."
The Mavericks' defense has grown teeth during the playoff run. They have handled LaMarcus Aldridge, Kobe Bryant, Durant and Westbrook.
Now, the league's brightest star-powered team is in front of them. It will require a lot of teamwork, which is a good thing since that's been one of the Mavericks' strengths.
"They're tough to keep in front of them," Nowitzki said. "They're so good at putting their heads down and getting to the basket and getting fouled, but we had some of it, actually, last series.
"That's a big part of the series, trying to get those guys out of the lane, and the whole league is trying to do it. But it's hard. If they get in the lane, they're so explosive."
Invariably, though, each team's fortitude will be a determining factor, Terry said.
"This is primarily about will to win," Terry said. "Who wants it more? That's what it's going to boil down to - to a man. It's not going to be one individual, three individuals. If three of y'all want it and the other 10 don't or there's some indecision, the balance is going to shift."
The free throw line, of course, brings up painful memories for the Mavericks.
Wade wore out the hardwood making constant trips to the stripe during the 2006 %Finals, shooting 97 free throws in the six games, including 72 in the final four, all Heat victories.
The Mavericks had trouble cheap fashion 2011 keeping Westbrook and Durant off the line.
A parade to the free throw line is always possible. But these NBA Finals figure to evolve into an entertaining two weeks, no matter what.

Passage came late Thursday after a protracted political struggle
The administration had warned Congress that any interruption in the surveillance authority would threaten national security.
that played out over several months, a sign of increased unease with powers granted to the federal government to investigate citizens and foreigners in the aftermath of the terrorist attacks of Sept. 11, 2001.
Conservative Republicans, many of them elected with backing from the "tea party" movement, and liberal Democrats resisted attempts to extend the three expiring provisions of the act.
Dramatizing the debate this week, Sen. Rand Paul (R-Ky.) held up Senate floor proceedings to protest what he characterized as an unconstitutional overreach by the federal government into private affairs.
Earlier this year, unexpected opposition from a block of House Republicans thwarted a short-term extension of the retiring provisions, temporarily derailing the bill in that chamber.
Democrats similarly have opposed the post-Sept. 11 government authority, and this week's standoff risked an expiration of the provisions at midnight.
"We all want security — nobody wants what happened on 9/11 to happen again," Paul said. "But I think we don't need to simplify the debate to such an extent that we simply say we have to give up our liberties."
Supporters said that extending the provisions would ensure no disruption in the government's ability to conduct surveillance that they say has proved crucial to the ability of intelligence agencies to amass information vital to keeping the country safe.
By extending the measures through June 1, 2015, lawmakers codified a compromise with Republican leaders who preferred a permanent extension.
"The Patriot Act has been plagued by myths and misinformation for 10 years," said Rep. F. James Sensenbrenner Jr. (R-Wis.). "If Congress fails to reauthorize these laws before they expire, America's national security and that of its citizens will be the most vulnerable in a decade."
When authorized by Obama, the White House may use an "autopen" to replicate his signature. Similar machines have been used by past presidents, other public officials and celebrities and business officials to replicate their signatures.
One of the sections of the Patriot Act extended by Congress is the "roving wiretap" power, which allows federal authorities to listen in on conversations of foreign suspects even when they change phones or locations.
Another section gives the government access to the personal records of terrorism suspects; it's often called the "library provision" because of the wide range of personal material that can be investigated.
A third section is known as the "lone wolf" provision because it gives the government the authority to investigate foreigners who have no known affiliation with terrorist groups.
All of these government powers require an order from secret federal courts.
Senate leaders reached an agreement that allowed two amendments from Paul that sought to rein in the authority to investigate gun records and financial transactions, but both failed to advance.
The House voted 250 to 153, with 31 Republicans and 122 Democrats opposed.
Earlier, the Senate approved the bill 72 to 23. Four Republicans — Paul and Sens. Dean Heller of Nevada, Mike Lee of Utah and Lisa Murkowski of Alaska — joined 18 Democrats and independent Sen. Bernie Sanders of Vermont in opposition.

The district stretches from the suburbs of Buffalo to the suburbs of Rochester
History shows special elections can be good predictors of the next election cycle. Tom Brunell, a political scientist at the University cheap wholesale clothing of Texas-Dallas, studied special elections from 1900 to 2008. When Democrats gained seats in special elections, they also gained in the next general election 82% of the time, he found. "It's a horse race, and we're definitely out of the gate for the 2012 election," Brunell said. "But we're at the first post here."
One pollster who correctly predicted the outcome said he's not sure it means anything nationally. "Jane Corwin and her team ran a lousy campaign," said Siena College's Steven Greenberg. "They let Hochul beat them up on the Medicare issue, and they didn't come up with a response."
Tuesday's election followed the resignation of Rep. Chris Lee, a Republican who sent shirtless photos to a woman he met through the Craigslist website.
Final, unofficial results gave Hochul, the Erie County clerk, 47%. Corwin, a state assemblywoman, received 43%. Tea Party candidate Jack Davis took 9% of the vote. He has run as a Democrat in the past, and polls say he took votes from both major candidates.
The district stretches from the suburbs of Buffalo to the suburbs of Rochester. Decimated by manufacturing losses over decades, the district's demographics skew older than the rest of America. Republicans have an 8-point advantage in voter registration.
"New York Republicans, even upstate Republicans, are not like Republicans across the nation," Greenberg said. Although they have a favorable view of House Speaker John Boehner and support repealing the health care law, they also overwhelmingly favor tax hikes on the wealthy.
The architect of the Republicans' Medicare plan, House Budget Committee Chairman Paul Ryan, didn't object to the idea that it was a defining issue in the race.
"There is a Medicare story to be told cheap fashion here," Ryan said on MSNBC. "The president and his party have decided to shamelessly distort and demagogue Medicare."
By the time Democrat Kathy Hochul declared an upset victory over Republican Jane Corwin in the special election Tuesday night in the western New York district, Medicare was the defining issue.
According to a Siena College Research Institute poll conducted late last week, 74% of voters who identified Medicare as the top issue supported Hochul.
Democrats seized on the result as evidence that the Republican plan for sweeping changes to Medicare was backfiring, and the GOP was cracking over the issue. On Wednesday, the U.S. Senate voted 57-40 to reject the Medicare plan. Five Republicans voted with the Democrats.
Steve Israel, chairman of the Democratic Congressional Campaign Committee, said the New York election shows his party could pick up 97 House seats next year — more than the 63 they lost to the GOP last fall. "I'm not going to get cocky," he said. "The fact is if we can win in one of most conservative Republican districts in America, then we can win in many other places."
"To predict the future based on the results of this wholesale clothing unusual race is naive and risky," Pete Sessions, Israel's GOP counterpart, said in a statement. He made no mention of Medicare.

The largest crowds nationwide Friday were in Madrid wholesale sandals
The decision comes as protests against Spain's economic crisis continued for a sixth day on Friday in many wholesale sandals cities, just two days ahead of local and regional elections that are scheduled across the Iberian nation. The ruling means no such protests can legally occur on Saturday.
This follows a ruling from late Thursday, when Spain's electoral board said that the demonstrations, organized largely via social media networks, would be banned on Saturday. That day is supposed to be a "day of reflection" for voters -- the idea being that there should be no campaigning immediately preceding Sunday's balloting -- the board said.
Now the government of the ruling Socialist Party must decide whether the police should keep a safe distance, as they did last Wednesday when a demonstration was banned but wholesale sandals went ahead anyway, or if they will crack down. Socialist politicians are widely expected to suffer deep losses to the conservatives, according to recent polls.
"What we are going to do is comply with the law," Interior Minister Alfredo Perez Rubalcaba told reporters Friday.
Yet Perez, who is also Deputy Prime Minister, added that the police would not be there to create even more wholesale sandals problems than already exist in the streets.
Economist Fernando Fernandez of the IE Business School predicted that police late Friday would try to peacefully seal off Puerta del Sol plaza to prevent more demonstrators from arriving, and let those in the plaza eventually leave.
"The government does not want to have any sort of violence taking place the day prior to the elections. This would have a very large political cost and electoral cost," Fernandez told CNN.
"People want to participate. This is a fiesta of democracy," Sofia de Roa, a spokeswoman for the protesters, told CNN.
The largest crowds nationwide Friday were in Madrid, where thousands of mostly young demonstrators returned to the central Puerta del Sol plaza.
Demonstrators are protesting Spain's 21% unemployment rate, the highest in the euro zone, and a record 4.9 million wholesale sandals people who are out of work. The jobless rate for youth -- those between ages 15 and 24 -- is 42%.
Protesters say that many temporary labor contracts offer few or no job benefits. In addition, some are protesting against the political and financial establishment that they say is to blame.
The protests appear to have gained momentum in the closing days of the campaign. They have captured considerable news media coverage, and all major parties have acknowledged them.
Prime Minister Jose Luis Rodriguez Zapatero said in an interview with SER radio on Friday that voters ultimately will decide whether and how much change will be made.
On Sunday, voters in Spain's 8,000 cities and towns will elect mayors, along with 13 out of 17 regional presidents and parliaments. The results are expected to be a bellwether for national elections, which must happen no later than March 2012.
De Roa, a journalist who works for a university communications office, said protester assemblies, their ad hoc decision-making bodies, have called for a demonstration on Saturday night despite the no-campaigning tradition on the eve of a Spanish election.
She said the protests also are expected to continue nightly, even after the elections.
"We're not leaving until there's a change," she said, standing amid thousands of protesters in Madrid's emblematic central square. "Until a politician commits to implementing the proposals here."
Beatriz Elosegui, a government worker, said Thursday she had been to several protests since they started on Sunday. Her husband, an advertising executive, is out of work and her wholesale sandals son is about to finish his training to become an electrician but has few job prospects, she said.
Two young men who appeared to be the only ones wearing suits and ties in the crowd said they showed up Thursday for the first time. Both said they work as accountants, and one, Andres Maldonado, complained of tight credit that is squeezing homeowners wholesale cheap fashion and small businesses. He said government efforts to inject liquidity into the financial system are not working.
Besides Madrid, there were also wholesale sandals protests in Barcelona, Valencia and other cities in Spain. Up to a few hundred protesters have camped out in central squares each night, but the main protests are in the evening.

Gross domestic product contracted an annualized 3.7 percent
Japan’s economy shrank more cheap feather hair extensions than estimated in the first quarter after the March 11 earthquake and tsunami disrupted production and prompted consumers to cut back cheap fashion spending, sending the nation to its third recession in a decade.
in the three months through March, following a revised 3 percent drop in the previous quarter, the feather hair extensions Cabinet Office said today in Tokyo. The median forecast of 23 economists surveyed by Bloomberg News was for a 1.9 percent drop. Economists typically define a recession as two consecutive quarters of contraction.
The March disaster hit an economy already weighed down by years of deflation and subdued consumer spending and that was reliant on exports for growth. The economy will probably shrink further this quarter before rebounding in the second half as supply constraints ease and reconstruction begins, according to a survey of analyst forecasts by a government-affiliated group.
“The negative economic impact from the disaster will be on full display during the second quarter,” Hiroshi Watanabe, a senior economist at the Daiwa Institute of Research in Tokyo, said before the report. “This recession may be deep, but short.”
The Nikkei 225 (NKY) Stock Average rose 0.3 percent at 9:28 a.m., after the Federal Reserve signaled U.S. interest rates will remain low and commodity prices advanced. The Nikkei has lost 7 percent since the quake and tsunami, which left more than 24,000 dead or missing. The yen traded at 81.70 against the dollar, compared with 81.69 before the report was published.
Highlighting the disaster’s effect on companies, Toyota Motor Corp. said profits plunged while Nippon Stee feather hair extensions l Corp. reported its first net loss in six quarters, after the quake closed plants, cut supply chains and caused power shortage.
Factory output fell by a record and retail sales and exports declined in March because of power shortages spurred by a nuclear accident in Fukushima, northeast of Tokyo, and damage to transportation facilities after the temblor.
“It’s hard to think that companies will become aggressive about increasing business spending when uncertainties remain strong,” said Junko Nishioka, chief economist at RBS Securities Japan Ltd. in Tokyo. “Capital spending will likely be in a declining trend as corporate profits may do worse than expected.”
Capital investment dropped 0.9 cheap fashion percent in the first quarter, the first decline in six quarters, today’s data showed.
Consumer spending fell 0.6 percent in the January-March period from the previous three months, today’s report showed.
From the previous quarter, the economy shrank 0.9 percent in the first three months of 2011, today’s report showed. In nominal terms, the economy contracted an annualized 5.2 percent in the first quarter, today’s report showed.
Net exports, or shipments less imports, subtracted 0.2 percentage point from GDP.
The economy will probably contract cheap feather hair extensions 2011 at a 3.3 percent annual pace this quarter, and then resume growth the next two quarters, according to the average forecast of 43 economists in a survey by the government-affiliated Economic Planning Association released on May 16.
Japan’s GDP shrank for four straight quarters during the global financial crisis, and contracted for cheap feather hair extensions three straight quarters in 2001. Consumer prices excluding fresh food costs have dropped every month since March 2009, underscoring the deflationary pressure that has sapped consumer demand.
The GDP deflator, a gauge of price trends, fell 1.9 percent in the first quarter from a year earlier, today’s report showed.
The Japanese government, like the U.S., doesn’t define a recession as two consecutive quarterly GDP declines. The Cabinet Office appoints a committee of academics to determine when recoveries and recessions begin and end.
Toyota Motor, the world’s largest carmaker, said last week that profit slumped 77 percent to the lowest in 1 1/2 years for the three months ended March 31 after the earthquake forced it to halt production and depressed its domestic sales.
Nippon Steel, Japan’s biggest steelmaker, said in April it posted a worse-than-expected loss in the fiscal fourth-quarter after the temblor damaged plants. The company’s output is expected to drop by 7 percent to 8 percent this quarter as damaged carmaker facilities damp orders.
Kan Stimulus
Prime Minister Naoto Kan plans to come up with second extra budget for reconstruction after parliament approved a 4 trillion yen ($49 billion) budget this month. He will need the cooperation of opposition party politicians, who control the Upper House of parliament, to get the second budget enacted. The government in March estimated that damage from the disaster will swell to as high as 25 trillion yen.
Japan’s central bank injected record amounts of cash into the money market after the quake, and doubled to 10 trillion yen a fund to buy assets such as corporate bonds and real estate investment trusts. The Bank of Japan’s policy board last month rejected a proposal by a deputy governor to expand that fund.
Some data suggest that demand may recover earlier than expected after the quake.

Honda Motor Co., Japan’s third-largest automaker, said this week it will return to normal production before the cheap feather hair extensions end of the year as its production has recovered faster than it expected. Toyota Motor and Nissan Motor Co. have also said the recovery in production is quicker than expected.
“We look for a classic 2011 cheap fashion wholesale V-shaped recovery in the July-to- September period and after,” said Kyohei Morita, chief economist at Barclays Capital in Tokyo. “A self-sustaining recovery in production, an increase in government consumption and reconstruction demand centered around public works will likely support the economy.”

Machinery orders, an indicator cheap fashion of future capital spending, unexpectedly increased in March, while companies said they plan to increase factory output in April and May.

I emphasised to our Pakistani friends

Email ftsales.support@ft.com to buy additional rights or use this link to reference the article Many members of Congress have suggested it was inconceivable that Pakistani officials did not know the al-Qaeda leader was on Pakistani soil, and have argued that the roughly $3bn a year Islamabad gets from the US a year was not well spent.
“I emphasised to our Pakistani friends – and they are friends – that many in Congress are raising tough questions about our ongoing economic assistance to the government of Pakistan because of the events as they unfolded, and because of the presence of Osama bin Laden in Pakistan,” Mr Kerry said.
At the same time, Pakistani legislators have expressed deep anger at the US Navy Seals strike in Abbottabad, a military town, and have suggested that Pakistan’s vital logistical support for the Afghanistan war could be thrown into question.
Because 40 per cent of supplies for the Afghan war effort go through Pakistan, US officials argue that scope for reducing US aid for Islamabad is limited, because of the risk that Pakistan could cut off transit routes in retaliation.
The US is also seeking to maintain good relations with Pakistan because of the country’s status as a nuclear weapons state outside the non-proliferation treaty.
The Institute for Science and International Security, a Washington-based think-tank, said on Monday that Islamabad was ramping up its nuclear weapons programme with three new reactors that would “roughly double Pakistan’s annual ability to build nuclear weapons to about 19-26 nuclear weapons per year”.
ISIS and other groups are particularly worried about the safety of weapons-grade nuclear materials kept in Pakistani laboratories.
A joint statement agreed by Mr Kerry and the Pakistani government struck a note of harmony and said the two countries would work together in any future action against “high value targets” – in contrast to the Abbottabad raid.
But Congressional officials made clear that Mr Kerry was speaking only on his own behalf. Barack Obama won the US presidency promising he would take action against al-Qaeda targets if Pakistan was unwilling to do so – and US officials have said they did not tell Pakistan of the raid for fear the extremist group could have been tipped off.
Mr Kerry added that Pakistan had agreed to hand over the wreckage of a US Blackhawk helicopter destroyed during the raid.
Some western officials had feared that Pakistan might pass the wreckage on to China, to allow Beijing an insight into US stealth technology.

Portugal joined Greece and Ireland in seeking a bailout
The figure underscores several dominant themes in Europe: A wide gap persists between wealthy, globally competitive countries in the north, and moribund economies such as Greece and Portugal that are unable to find new sources of private growth to replace a shrinking public sector.
The so-called core of Germany and its neighbors is increasingly decoupling from the debt crisis in Southern Europe cheap fashion wholesale and Ireland. That is a dilemma for the European Central Bank, which likely will be forced to combat signs of overheating in Germany and elsewhere with higher interest rates, even at the risk of doing further damage to the periphery.
(This story and related background material will be available on The Wall Street Journal website, WSJ.com.)
Spain grew in the quarter, albeit slowly, raising hopes that its still-weak economy will withstand the contagion from Greece and keep the debt crisis from infecting the rest of the region. The euro zone as a whole "is definitely on better footing," said Greg Fuzesi, an economist at J.P. Morgan Chase in London.
Gross domestic product across the 17-member euro bloc surged 3.3% at an annualized rate in the first quarter from the previous quarter, according to figures from European Union statistics agency Eurostat. Economists had expected growth closer to 2.5%.
It is a sharp pickup from the fourth quarter of 2010, when the euro bloc expanded just 1.1%. Harsh weather depressed activity at the end of last year, economists said, and a more favorable climate helped boost output in the first quarter. Fuzesi forecasts the euro zone will settle into a roughly 2% growth rate this quarter and next.
Growth was led by Europe's biggest economy, Germany, which advanced at a 6.1% annual rate. Germany has benefited since last year from an upswing in investment and resurgent global demand, particularly from emerging markets, such as China, where German-built luxury cars and specialty machine tools have been selling at record levels.
Nonetheless, Friday's figures suggest Germany is becoming less dependent on other nations for its growth. Though it gave no detailed breakdown, Germany's statistics office said investment and consumer spending posted strong gains, while foreign trade made less of a contribution.
Stefan Kirschsieper, owner of German tool-making company Walter Kottmann GmbH, said orders rose 34% in the first quarter from a year ago, as strong export markets in Central Europe, Russia and Latin America offset weakness in Southern Europe. "Portugal, Italy, Spain and Greece are still weak and Spain especially is far behind," said Kirschsieper, whose business depends heavily on the construction sector.
Germany's closest trading partners, such as Austria and the Netherlands, reported further output gains, each growing at roughly 4% annualized rates. Unlike in previous quarters, when France lagged behind its eastern neighbors, the euro's second-biggest economy grew a robust 3.9% last quarter, though it was driven partly by companies adding to inventories, which is unlikely to be repeated this quarter. French Finance Minister Christine Lagarde said the numbers "confirm that the French economy is on the path to a solid recovery."
Germany, France, and other northern nations comprise the bulk of euro-zone GDP, raising fears that faster growth will lead to overheating and an upward spiral in prices. Mindful of those risks, the ECB last month became the first central bank among major developed economies to raise interest rates. But it paused at its May meeting and signaled it isn't likely to increase again until July at the soonest.
"Given the high wholesale feather extensions weight of core countries [in euro-zone GDP], the ECB has to continue to adjust interest rates, and that's not supportive of the countries in crisis," said Stefan Schneider, an economist at Deutsche Bank. He expects three more rate hikes by year end, a slightly more aggressive view than the consensus, and one that he said the GDP report supports.
Greece reported an unexpected 3.4% rise in first-quarter GDP, at an annualized rate, which its finance ministry called "encouraging." But analysts said they saw no indication that the severe recession gripping the euro's most troubled member has ended, given that last quarter's gain followed a 10% plunge in the fourth quarter of 2010. Output in smaller countries can post big swings from one quarter to the next, and despite last quarter's expansion, Greece's economy is still nearly 5% smaller than it was one year ago.
"For the moment, it is a real hardship," said Christos Kiriakoreizis, purchasing manager at Philkeram Johnson SA, a ceramic-tile maker in northern Greece.
Amid the collapse of Greece's construction sector, the firm halted production months ago, Kiriakoreizis said, and plans to revamp to sell tiles imported from places such as South Africa, India and the Baltics.
The company, which currently employs 224 people, will probably only keep a skeleton staff of around 20 for merchandising, Kiriakoreizis said. "I don't see any new opportunities in Greece right now."
Portugal, meanwhile, slid deeper into recession, shrinking for a second straight quarter as austerity measures drained spending and investment.
Last month, Portugal joined Greece and Ireland in seeking a bailout from Europe and the International Monetary Fund. All three face years of economic pain as they enact deep budget cuts to trim soaring levels of government red ink. But together they wholesale feather extensions only account for 6% of euro-zone GDP, so even steep recessions along the fringe only have a small effect on the ???9.5 trillion euro-zone economy.
A small amount of extra growth at home makes it much easier for Germany and others in the north wholesale cheap to fund the periphery via loan guarantees or, if needed, outright transfers. On Thursday, Germany reported that, thanks to faster growth, the government can expect an extra ???18 billion in revenues this year, which by itself would finance a sizable portion of Greece's deficit.
Still, aiding the periphery is a tough sell in Germany, which went through a series of reforms last decade to improve its competitiveness and expects its southern neighbors to do the same. "I don't think [German Chancellor Angela] Merkel will say because the outlook for growth is better and there are windfall [revenue] gains, we'll spend them on Greece," said Schneider of Deutsche Bank.
The political risks cut both ways. Athens is imposing stringent and unpopular austerity measures at the insistence of the EU, IMF and ECB. The longer the north-south divide lingers, the wholesale feather extensions greater the risk that political leaders in the periphery balk at taking orders from Brussels and Frankfurt.
One bright spot for the beleaguered fringe was a 1.2% rise in Spanish GDP, raising hopes that despite a difficult climb from a severe housing slump and 20%-plus unemployment, Spain will avoid the fate of Greece, Ireland and Portugal.
"Spain is fundamentally different," said Fernando Eguidazu, vice president at Circulo de wholesale feather extensions Empresarios, a free-market think tank in Madrid, citing Spain's low debt ratio and global companies. But he was careful not to declare victory.
